Frank is an active member of the Oh-Lá-Lá Orlando Pétanque Association, in Orlando, Florida, USA.
He served as Club President for five years. He has been Vice President of the United States Pétanque Federation (FPUSA) and has actively participated on the FPUSA National Board and Sports Committee. Frank is also a member of the FIPJP Board of Directors. He served as General Manager for the boules competition at the World Games, held in Birmingham, Alabama, USA, from July 7 to 17, 2022.

Guillermo has played pétanque since he was 12 years old and was on his first national team at 17. He has an impressive record as a player. He is currently a professor, coach, and technical director of the Lima Regatas Club in Boachas, working with children and adults. He is the Sports Director of the Peruvian Bocas Sports Federation Olympic cycle period for 2021–2024.

The Pan American Confederation of Pétanque (CPP PANAM) is the governing body responsible for promoting, developing, and regulating the practice of pétanque and boules sports throughout the American continent. It is affiliated with the International Federation of Pétanque and Provençal Game (FIPJP) and serves as the sole officially recognized pathway for continental organization and international representation of its member federations.
CPP PANAM is a non-governmental, non-profit organization established under the laws of the Province of Quebec, Canada, and is composed of national federations from North America, South America, and neighboring islands of the Western Hemisphere.
Its official languages are French, English, and Spanish. Inspired by the values of the Olympic Movement, the Confederation operates in accordance with FIPJP regulations and requires all its members to comply with the World Anti-Doping Code of the World Anti-Doping Agency (WADA).
Currently, CPP PANAM brings together eleven affiliated countries and maintains active dialogue with other national federations, with the objective of expanding and strengthening the presence of pétanque throughout the region.
The Pan American Confederation of Pétanque aims to promote, develop, and oversee the practice of pétanque and boules sports in the Americas, within a framework of peace, respect, mutual understanding, and fair play, without discrimination based on political beliefs, gender, religion, origin, or any other condition.
CPP PANAM works to strengthen its member federations by providing support in key strategic areas such as the education and international certification of referees and coaches.
It also promotes the organization of official competitions and improved access to sporting equipment essential for high-performance development. As a continental body recognized by the FIPJP, the Confederation assumes responsibility for organizing the Pan American Championships, through which national delegations are selected to represent the continent at World Championships.
Finally, CPP PANAM promotes transparent and collaborative governance, ensuring that sporting values prevail over commercial interests and fostering cooperation and fraternity among its members.
